The CIA and other intelligence agencies in the US started experimenting with blogs and wikis crica 2004.  In 2005 the pilot programme for what became *Intellipedia* was launched.

The US Transportation Department first began experimenting with external blogs for PR purposes and then started to use wiki technology to develop online internal policy documentation.  They are now looking to externally facing wikis for innovation and collaboration between it’s 60 university transportation centres.
